Downstream our CI jobs run a pre-job to configure networks to be used by the multinode jobs to connect OCP with the EDPM nodes, this is handled externally to the Zuul nodepool and thus needs to be cleaned up externally to Zuul as well.

These pre-jobs are consuming openstackclient from upstream pip rather than downstream rpm sources.

This should be replaced with the openstackclient rpm.
