After doing minor update from 17.1.3 to 17.1.4. nova_virtlogd is not running on 10 nodes out of 120.

There is nova_virtlogd_wrapper container stuck running.
In the logs we see it stuck there because:
Error: creating container storage: the container name "nova_virtlogd" is already in use by $uuid. You have to remove that container to be able to reuse that name: that name is already in use.

There's a related BZ https://bugzilla.redhat.com/show_bug.cgi?id=2253918 and the fix is in:
puppet-tripleo-14.2.3-17.1.20240412090737.40278e1.el9ost

But client is using a more recent version:
grep puppet-tripleo $sos/installed-rpms:
puppet-tripleo-14.2.3-17.1.20240821080808.40278e1.el9ost.noarch Thu Feb 20 05:20:48 2025

During my analysis I found out the container was created but never removed but its not showing in 'podman ps -a' output.

Expected behavior

• nova_virtlogd runs as it should

Bug impact

• missing nova_virtlogd

Known workaround

• Recreating all containers by flushing the storage would solve this.
