Impossible to edit snapshot images created without os_hash_algo and os_hash_value properties

      To Reproduce Steps to reproduce the behavior:
      This problem looks like a regression introduced while fixing https://bugzilla.redhat.com/show_bug.cgi?id=1998184 :

      • when instance's snapshot is created in my RHOSP 17.1 deployment (Ceph-backed Glance, Cinder and Nova), resulting image doesn't have "os_hash_algo" and "os_hash_value" properties.
      • when I click "Edit image" for such snapshot image, Horizon automatically assumes that "os_hash_algo" and "os_hash_value" are empty and displays them as empty values
      • when I click "Update image" (without actually tuning anything), few error messages appear:
      Error: Forbidden. Insufficient permissions of the requested operation
      
      Error: Unable to edit the image custom properties.
      

      Expected behavior
      Horizon shouldn't try to update undefined image properties
