      To Reproduce Steps to reproduce the behavior:
      It is unclear how exactly this situation was triggered: it looks like nova failed to reconcile nova-scheduler few times and ended up creating new resources. must-gather from affected environment is attached

      Bug impact
      nova-scheduler is unhealthy and VMs are not started

      Known workaround
      None

      Please help us isolate the problem and bring environment back to healthy state
