1. Re-run os-net-config in existing OSP deployments (SR-IOV based) with latest 17.1.5 compose https://pkgs.devel.redhat.com/cgit/rpms/os-net-config/commit/?h=rhos-17.1-rhel-9&id=76037ddfc0d48a6ddfa155afe079c1f193b1df7d ( 
   os-net-config-14.2.1-17.1.20250128190824.61d7bd7.el9ost )

Expected behavior

• Running os-net-config again shall not fail

Device Info (please complete the following information):

• SR-IOV based OSP deployments

Bug impact

• Fail to configure the devices,  when SR-IOV configuration is present in existing deployment
