octavia rsyslog endpoints drop logs from remote AZs

      .Load-balancing service rsyslog endpoints no longer drop logs from remote area zones
      Before this update, if you used the rsyslog service with DCN, the rsyslog pods dropped incoming rsyslog packets because the routes to the remote DCNs were missing.
      Now the packets are not dropped.

      To Reproduce Steps to reproduce the behavior:

      1. Deploy octavia with DCN
      2. Create a LB on a remote AZ
      3. Logs are sent to the rsyslog pods but they drop them

      Expected behavior

      • Logs should be displayed on the octavia-rsyslog output

      Bug impact

      • Octavia rsyslog not working with LBs on remote AZs

      Known workaround

      • None

      Additional context

      • Packets are dropped because they arrive on an interface that doesn't have a route to the sender, adding a route would fix the issue.
