Applying the FFU procedure [1], an environment with CEPH Storage nodes based on both the overcloud-minimal image and RHEL 8.10 has been upgraded from RHOSP 16.2 to 17.
As unexpected effect, the openstack leap upgrade of the CEPH Storage nodes failed on these conflicts:

To bypass this issue and upgrade the CEPH Storage nodes to RHEL 9.2, the following steps were performed in the node to up upgraded:
- If it was configured, delete the versionlock, yum versionlock clear, in the CEPH Storage node (see
OSPRH-13485) - Disable repos non EUS in the CEPH Storage node
- Enable EUS repos in the CEPH Storage node
- "yum distro-sync subscription-manager*" in the CPEH Storage node (see https://access.redhat.com/solutions/7085985)
- run the openstack leap upgrade process for the CPEH Storage node
