The service needs to be included here: https://github.com/openstack-k8s-operators/edpm-ansible/blob/main/roles/edpm_download_cache/tasks/container_images.yml along with the other services.

- Deploy downstream RHOSO with the `telemetry-power-monitoring` service enabled

- dataplane deploys correctly
Bug impact
- This is a bug in an unreleased, yet unsupported feature. No impact.
Additional context
- We've had this before with the telemetry service too. The images need to be downloaded in the `download-cache` role.
