telemetry-power-monitoring dataplane service fails to pull kepler image

      1. Deploy downstream RHOSO with the `telemetry-power-monitoring` service enabled

      Expected behavior

      • dataplane deploys correctly

      Bug impact

      • This is a bug in an unreleased, yet unsupported feature. No impact.

      Additional context

      • We've had this before with the telemetry service too. The images need to be downloaded in the `download-cache` role.
