sg-core should get qpid-proton-c from centos-opstools

      sg-core should get qpid-proton-c from centos-opstools

      The sg-core build process enable centos9-caracal repos (https://trunk.rdoproject.org/centos9-caracal/delorean-deps.repo) in order to get qpid-proton-c. This dependency is also available in centos9-opstools.

      Looking at the image build and integration runs it seems we end up taking just qpid-proton-c from centos9-opstools and everything else comes in from UBI repos.

      To  minimize the repos we enable, we could keep just centos9-opstools from https://github.com/openstack-k8s-operators/sg-core/blob/main/build/repos/centos9-caracal.repo
