Move WatcherAPI to StatefulSet

      As result of https://issues.redhat.com/browse/OSPRH-11957 we will be using StatefulSets for WatcherDecisionEngine and WatcherApplier. For consistency we should also move WatcherAPI to run a StatefulSet instead of a Deployment.
