restarting all compute nodes causes ovn-metadata-agent goes on unhealthy after 5 minutes of uptime

      CU at OSP 17.1.4 with director operator reported that, after minor updating OSP to 17.1.4, when they rebooted all the compute nodes , when nodes are back, after around 5 minutes, almost all the computes shown the ovn-metadata-agent unhealthy

      not errors are shown at ovn-metadata-agent logs
