We decided to use the telemetry CR as the main CR for deploying telemetry components in OSP18. This CR should work similarly to how the openstack control plane works now. That means we want to be able to enable and disable each of the underlying resources. We also want to be able to override the default CR for each of the resources from the telemetry CR
