To Reproduce Steps to reproduce the behavior:

1. Initiate RHOSP 17.1 adoption
2. Complete the whole adoption up to the step 14 in the Dataplane adoption section
3. Execute step15

$ oc apply -f - <<EOF

libvirt-openstack-edpm service fails as libvirt secret doesn't exist

Expected behavior

• Dataplane adoption is completed
