As part of the review process for the luna feature, we determined that the barbican-operator was templating all of the config files for all components.
This is because the templating directories all have symlinks to the common directory.

Ideally, each component would only have config files related to what is needed for the component.

Whats tricky though, is that we need to consider where the watches for the secrets that are inputs to these config files are executed.
