To Reproduce Steps to reproduce the behavior:

1. Deploy with ctlplane vlan

Expected behavior

• Network interfaces configured on edpm nodes and services deployed.

Bug impact

• Can't deploy multiple OSP deployments using namespaces.

Known workaround

• None

Additional context

• cloud-init configues nm connections including the ctlplane vlan during provisioning. However, os-net-config uses network-scripts and without proper cleanup there would be conflicts as we don't stop NetworkManager on edpm nodes.
