Perform scale and performance testing for EDPM components.

• Reserve time in the scale lab for both baremetal testing and virtualized testing (across different virt hosts).
• Some testing has already been done in OSPRH-1340, we should repeat those tests and compare where we are at now.
• Develop a set of scale recommendations including best practices and configuration tuning when running at certain scales (as was done for OSP director).
• Keep a log of everything that's done in a google doc (as has been done previously)
  • Daily updates during the scale lab reservations
  • Links to all issues filed
  • Relevant log snippets pasted into the doc
