we have been trying to get packstack/tripleo to configure swapfile by default in all environments since at least osp 7

we have had many customer issue cause by the fact that we expect ther to be swap and they are not enabling it

i just created https://bugzilla.redhat.com/show_bug.cgi?id=2151507 to make it even more clear that the compute team expect there to be swap on a compute nodes and that we also expect it to be on the controller in a traditional deployment.

for next gen we must ensure that its there by default to finally close this gap between our expecations/requiremets and the default in our installation tool

This is a blocking issue for GA fo this solution due to the amount of customer impact not haveing swap has caused over the years.
