Troubleshooting the issue we noticed that, the the following service "OS::TripleO::Services::OVNDBs: /usr/share/openstack-tripleo-heat-templates/deployment/ovn/ovn-dbs-pacemaker-puppet.yaml" was still included in the neutron-ovn-dvr-ha.yaml environment used by the Customer (yaml file aligned to Red Hat OpenStack 16.2)
Despite the several template changes required in the FFU document related to the upgrade from Red Hat OpenStak 16.2 to 17.1 [1], there isn't any warning / recommendation related to the fact that the service "OS::TripleO::Services::OVNDBs" isn't more used in 17.1 and for this reason the neutron-ovn-dvr-ha.yaml (if it's already included in the starting Customer environments used) has to be updated too.
