When we create the OpenStack initialization resource in the new installation paradigm, it triggers the creation of webhooks for the OpenStack operator.  If that resource is later deleted, however, it does not remove the webhooks.  The old installation paradigm both added and removed the webhooks via OLM, so we should do the same in the new one.
