Investigate the ability to deploy OpenStack using ipv6 or dual stack networking

      We need to understand limitations in our current implementation with regards to dual stack networking. 

      High level issues I can think of will be:
      1. Metal3 might need additional configuration to enable IPv6 PXE booting in cases where users want to do this with only ipv6.

      2. IPAM currently only assigns IPs from the IPv4 space. Might need additional code to enable dual stack.

      3. OpenShift services will always be in a seperate subnet compared to the dataplane due to OpenShifts requirement for a /64 address space per node. This will necessitate routing from dataplane to Control Plane services.
