Description of problem:
Tobiko upstream RPMs are already available on centos9-antelope (openstack-tobiko-etc):
https://trunk.rdoproject.org/centos9-antelope/component/common/current-podified/

Tobiko container images created with tcib are also available:
https://quay.io/repository/podified-master-centos9/openstack-tobiko

Those images install Tobiko from git and we'd like to use RPMs instead. The idea is to use them in our downstream CI jobs only.

The Tobiko downstream project would be maintained by the current Tobiko Squad, which is part of the Openstack Network QE team.

We only plan to use these RPMs internally.
