When openstack-network-scripts is installed as a package in the bootc image build in edpm-image-builder, it fails updating alternatives during "make build" with:

  Running scriptlet: openstack-network-scripts-10.11.1-7.el9s.x86_64      12/13                                                                 admindir /var/lib/alternatives invalid                             
warning: %post(openstack-network-scripts-10.11.1-7.el9s.x86_64) scriptlet failed, exit status 2     

   There must be some issue with /var/lib/alternatives in the base bootc image. I'm adding a workaround in edpm-image-builder/bootc/Containerfile.centos9 in https://github.com/openstack-k8s-operators/edpm-image-builder/pull/43 and filing this bug to fix this in the future.
