Description of problem:

While testing nvme-tcp + multipath we faced an issue with the boot volumes attached with a single path instead of multiple ones.
Data volumes or boot volumes pre-created outside of the command in $summary do not present this issue.

We suspect this is related to this patch not backported to wallaby: https://review.opendev.org/c/openstack/nova/+/823941
