BZ#2295158 [OSP16.2] "unauthorized: authentication required" error when try to pull image from registry

      Description of problem:

      "openstack overcloud update run --stack <stack_name> --limit Controller". This time it is directly trying to pull image from registry, but failing on "unauthorized: authentication required" error.

      We manually tried to pull image on controller from registry (after podman login registry) and it is working fine.
