      Description of problem:
Deployment ends successfully and designate endpoints are created, but when running for verification "openstack zone list" it returns "Failed to contact the endpoint at https://cloud.tecnalia.dev:13001 for discovery".
Checking haproxy.conf there is no any entry for Designate, in opposition to an internal lab with Designate deployed.
All other configuration files seems to be fine.

Version-Release number of selected component (if applicable):
      Red Hat OpenStack Platform 17.1

      How reproducible:
Simple designate deployment as explained in our documentation: https://docs.redhat.com/en/documentation/red_hat_openstack_platform/17.1/html/configuring_dns_as_a_service/deploy-rhosp-dns-service_rhosp-dnsaas#deploy-the-dns-service_deploy-rhosp-dns-service

      Additional info:
In next private comment there is a case customer that has attached sosreports from controllers and director node as well as templates.
