Description of problem:
This bug is a follow up from bz2236159

The patches implemented to fix that bug improved a lot the outage experienced when trying to access the metadata service during a live-migration.
However, some outage was still reproduced.
The intention of this bug is to reduce the current outage.

1 or 2 HTTP requests fail during a live-migration
(with 1 requests sent per second)

any improvement is welcomed
