When ceilometer polls for data, it uses the "ceilometer" user inside the "service" project. That user inside that project has the "service" and "admin" roles. It's not really possible to get all metrics for all projects right now as ceilometer doesn't have the required permissions for other projects then "service".

So an endpoint, which will return all metrics from all projects, which will be restricted only to the service user is needed.
