The new OpenStack operator install paradigm requires first installing an initialization operator via OLM, and then creating an initialization CR to make that operator deploy the OpenStack operator and the accompanying service operators.

We will need to adjust install_yamls and CIFMW to account for this, while still maintain backwards compatibility with the old install paradigm.
