      OSP director operator uses ephemeral heat for all deployments. As a result any logic based on the stack_action being set to CREATE or UPDATE will no longer work as expected (action is always CREATE).

      The pacemaker_restart_bundle script currently relies on this for 16.2. An alternative approach is in place for wallaby/17.x. It appears to be compatible with 16.2 too. Could we please backport it to the next 16.2 zstream?
