The kuttl tests are executed from install_yamls by way of convention with the openstack-k8s-operators. dataplane-operator should have documentation on how to execute the tests from install_yamls in a local environment.

The command to run the the kuttl tests directly from dataplane-operator should also be documented, along with what other requirements need to exist in the OCP cluster being used (openstack-ansibleee-operator for example, the SSH key already created, etc).
