Create watcher-operator-validation zuul job to verify we can deploy the operator. Running tempest tests as part of this job is tracked in another ticket.

It depends on https://issues.redhat.com/browse/OSPRH-11483 to be available in the watcher-operator.

The job will be basically an equivalent of the upstream jobs (based on devstack that deploy watcher and run tempest tests).
