For the moment, endusers can't migrate as default policy for cold-migrate is admin-only.
If an operator changes the policy to admin_or_user, then an enduser could then test any hostname, which would be a security problem.
In order to fix this, we should have two different policies :
- cold-migrate
- cold-migrate with host parameter set
Both policies would default to admin-only for API interoperability reasons.
