Goals

• Paint appropriate context into the base network model where a user has a vif, what happens to that vif attachment and how a port is determined and attached
• Document interface use models and high level options in a way which is user consumable instead of expecting previously established context.
• Update context of upstream multitenancy docs to cover upstream ml2 options as well.
