This is a copy of upstream bug https://bugs.launchpad.net/nova/+bug/2078999 where after using the 'nova-manage image_property set' command, if the instance is migrated later, the image property reverts back to whatever it was before the nova-manage command.

The problem is that the request_specs table needs to also be updated alongside the instance_system_metadata table.
