Was observed in CI and was being tracked in https://issues.redhat.com/browse/OSPCIX-442 , as part of that tests are skipped. This ticket is to track the fixes and unskip the tests.
 

From what i see issue happens when the vlan ip get's assigned to 192.168.122.0/24 network as we randomly pick 3rd octet from 1-4094[1][2], nost just MultiVlanTransparencyTest but other VlanTransparencyTest impacted, specifically[3] from neutron-tempest-plugin and whitebox-neutron-tempest-plugin. So i think we need to have a way to avoid the tests to not use provider network IP.
