documentation section, the "Verification" ** paragraph begin sourcing the stackrc file and verifying services from an undercloud's prospective. 

From my point of view, "Procedure" step 2 and "Verification" step 1 are not expected here, considering that:

• those services are not deployed anymore in RHOSP 17 undercloud

• those services are not required at all in the undercloud to have autoscaler feature properly works in the overcloud
