Following https://issues.redhat.com/browse/OSPRH-8179 it was found that implementing the ping test based of the work already existing in the RHOSO18 update was the simpler course of action.

Here we expect to have the ping test activated for all job inherinting from the test_with_ceph.yaml playbook.

Currently the ping test is not working and until OSP17.4 is released, it's expected to fail. So we're going to keep the ping test activated but with a very hight threshold. This will enable the jobs to collect logs without failing.
