The documentation [1] for OpenStack 17.1 on step 4.1.3 Procedure step 6, if you use IsolCpusList you must also define TunedProfileName otherwise the deployment will fail with "tuned profile conf file is not available to configure isolated cores" [2]. Either i missed that in the instructions or it is not there.
