      Administrators may have multiple deployed OpenStackControlplane's within a cluster. There is concern that major service operator refactoring and the fact that an operator will reconcile its CR's upon startup could cause an outage or service disruption if operators are updated, but before the maintanence window for a minor update has been triggered.

      We should consider blocking reconciliation during this window. NOTE: some operators may need to be allowed to reconcile regardless of this window (like Galara) to accommodate HA features.
