Octavia-operator should be creating new CR objects in the cluster that handle the spawn of HAProxies. They might just be deployments or statefulsets, but we need to know and find a way to identify them so we could watch for those.

It would be awesome if it is its own CR, as the watcher would be more efficient, but even if it is not, we could always search for the appropiate annotations that the octavia-operator would be putting.
