Retrieve ceilometer_storage_backend_health metric

      We can get the health of the backend services by querying /v3/{project_id}/os-services (https://docs.openstack.org/api-ref/block-storage/v3/#list-all-cinder-services). There are three services: volume, backup and scheduler, and the result is in the "state" parameter. The project_id parameter does not affect, it returns the global state of the services.
