introducing a compute_id file on compute node to detect hostname change and prevent the compute agent form starting.

track the the second phase of this work by strengthening the linkage between the
primary database objects managed by the compute nodes.

when this is complete the primary linage between the compute service and the compute node will be tanstion to the compute service id instead of the compte_node.host filed.
