After adoption in a no-ceph job, volume creation fails with

Details: The request cannot be fulfilled as the default volume type _DEFAULT_ cannot be found.

The default volume type on 17.1 was "tripleo" out of the box, after adoption, it reverts to _DEFAULT_ because default_volume_type is not set in the cinder config.
