Noticed while investigating https://issues.redhat.com/browse/OSPCIX-517

With  [1] we allowed customizing HAproxy timeout, and also defaulted that to 120s but httpd timeout is not configurable[2] and defaults to 60s making the other haproxy timeout much unusable.

We need to make httpd timeout also configurable in neutron-operator.
