When the OSP16.1 doc bug [1] was reported, we investigated why resolving internal DNS queries was very slow with ML2/OVN.

The outcome of that investigation was a core ovn bug [2] that was resolved with a patch [3]. The changes implemented in [3] are disabled by default. In order to use this improvement in RHOSO, we need to be able to set to True `options:ovn-owned` on the entries from the NB DB's DNS table.
