This is linked to https://bugzilla.redhat.com/show_bug.cgi?id=2314429 which revealed that the option is not enabled by default for ovn setups.

There are two paths to resolve this issue:

1. backport the fix that changes the default to True for neutron.
2. add the setting to neutron-operator config template for neutron-api service.

I suggest we do both here.
