To validate and document how IPv6 adoption works, one needs an environment. This task is to learn / implement the standing-up of the control plane (OCP / CRC) side of the cluster with IPv6.

There are already ipv6 lab scripts / make targets in install-yamls that may be used for this task. They may need adjustment. The output of this task is a document or even a single make target that would stand up this environment on a clean node.

Requirements:

• with a (set of) simple steps that are well documented in install-yamls, I am able to stand up control plane configured for IPv6. This includes all NADs, MetalLB, Services, dnsmasq for EDP nodes etc. configured for IPv6.
• The resulting environment is ready to be used for adoption of a tripleo ipv6 environment. (The stand-up of the latter is tracked in a separate task.)
