This epic collects the networking team efforts to deprecate ``eventlet``.

The goal of this epic is to remove any dependency in the networking projects of the library ``eventlet``. That will have dependencies of other projects, like oslo.services or oslo.db.

The initial target of this feature is OSP19, that is supposed to be Epoxy (2025.1). However, this target could (will) be delayed.
