How do we show alarms to the user?

      • Where do we show the alarms?
      • Currently, aodh triggers a webhook exposed by AODH when it wants to trigger autoscaling
      • What does aodh triggers if we want it to notify an alarm? How does the user see the running alarms? We cannot push into CLI.
      • We could show a notification on the Horizon webUI for sure, but most of our clients do not use Horizon anymore.
      • We could store the alarm as Prometheus metric and show it on a OCP Dashboard in the console.
      • We need to use aodh because that keeps the references to the tenant that needs to be alarmed, while alertmanager does not.
