Galera has different methods for transferring the full content of a galera node to another (State Snapshot Transfers). 
By default, SST uses rsync, which is blocking both the donor node and the joiner node. An alternative method is
mariabackup, which does not block the donor while it is running.

This JIRA tracks the work items needed to support mariabackup as a SST method.
